Some people are pushovers, most dangerous people hide their traits behind fake kindness; keeping that in mind might help you realize that the bulk of kind people are kind for the sake of being kind and don't fall under mentioned categories.
There's some deep truths in what you're saying as I think about it.
Pay more attention to each person. Some kind people are weak. But others are strong and kind. Like me ;)

What do I use to tell? I don't judge by first contact, I get to know people and go from there ;)

Well, it depends on how you view kindness. Yes, some people may take advantage of them, but that doesn't make them weak.
Maybe the kind people you see are weak. You can be kind and strong, but that's WAAAY harder than being rude and strong. Not many people manage it.
Ahaaa I was also thinking about that thin line.

What examples of Kindness <-> Weakness association do you have in mind?
Because they can't bare to see people struggle, some friends or relatives of theirs can get themselves into a mess and then come for help. They end up helping, sometimes to their own disadvantage.
I don't see that as a weakness as long as they value helping others over disadvantaging themselves... If they do feel like they're forced to help, then, I think it's a weakness.
Kind people usually learn, the hard way, that you can't help those that don't want help. Some people are just doomed, whatever you do.
This just makes me feel okay.
