You are right as from legal point of view 24th of December is not a public holiday in my country. Still people are taking that off making it a longer weekend and linking it with 25th and 26th which are holidays.
I live in the USA and for the service industry including retail stores, grocery stores and restaurants, at least part, if not the whole day is a working day. I am old enough to remember when only grocery stores were open for a few hours on Christmas Eve Day.

In the US, December 24th is at the very least a yellow day, and for many people a green day.
In my country it is a normal work day, the 25th is a holiday to be with family.🎄
