People will be taxed in other ways, anyway (sales taxes and VAT's, fuel taxes, property taxes, etc.) Income should be untouched by the taxing authorities.
Yes partially......if their earning from saving, social security fund should not be taxed, even the interest should not be taxed, not even the captial gains for some threshold beyond that it is okay to tax.
