It would seem that phone problems could be resolved by an introductory speech that notifies the new employee that they will be monitored for phone usage and there is zero tolerance for it. The no show is much harder to deal with and you are doing the only right thing.

Phones are not generally a problem and tend to not police this too much until it becomes an issue. I mentioned I had noticed and possibly why the no show because they know they were expected to work harder than they first thought. A job is a job so I cannot make it to suit their needs.
