You can just buy some Hive and power it up.
Investing in the chain with a few dollars is not asking much.
also as in my last comment, if you are a keystore account InLeo provides all the RC you need.

With keystore account you can only do something on Inleo not on the broader Hive platform. Keystore account doesn't provide keys to do transactions on Hive wallet
Why would you want to be on broader Hive?
It is a dead platform. (so many issues)
but okay if you want to be on HIve then you need to wait until you earn some rewards or go buy some Hive or wait for your RC to regenerate.
So either invest in Hive to interact with it or wait
or you could just be part of the InLeo community and not worry until you earn enough HP to go elsewhere.
personally i would not waste time on Hive.
i am talking in a sense of going out of Inleo, it's just that the Hive wallet on Inleo have no claim button to claim HP and possibly power up the earnings I have there so far.
it will in the future when you have earned enough.
The team is hard at work on all of this.
