I was also going to say that clearly @blocktrades must approve of something like this for it to happen, but his node isn't even signaling 20%; it's still at 12%
He could still change his witness votes though. As a huge stakeholder (and responsible for most of the development too, an important form of soft power), that's a lot of influence if he were to oppose it.
