Low. She is not the nominee. She is running for the nomination which probably be more up for grabs than any time in the last 40 years.
All of Biden's committed delegates do not appear to be bound for Harris, and that is problematic for her.

I think his condition is between questionable to dead. Though he may just be furious and ashamed :-)
