So the answer is no. There will be alliances but no consensus. We are going to always find holes in the boat and countries that are crypto-friendly.

Crypto is a way out of their control and I don't think they are going to let that slip easily. I do think that if harsh regulations happen then the development on those countries will definitely slow down.
