2/ Who is the big fish in all of this? To me, this is governments. We are dealing with a entity that was birthed in the physical world. Unfortunately, for it, we are no longer operating there.
3/ This means we have the ability to target that for disruption. What is at play is the very idea behind disruption and why entities, even when they see it, cannot stop it.
4/ This fits government to a tee. There are so many varied interests among the different players that it could not fend of an attack even if it wanted.
