It won't happen until 2022 so it looks like the media can start spreading the FUD before it goes back up.

That is true. But they are new units. This has nothing to do with the miners being relocated out of China.
This is NEW hashrate that will come online.

Given the price increase since the lock downs, I think the hashrate would go up as people want more BTC. At least with the deflationary aspect, it will pay off in the end.
