I am not sure. Why not have devs work remotely? There is no reason for them to be in an office.

Yes, he left Cali on very bad terms with the local government. I don't see him leading Twitter into a future with an HQ there, nor should he.
That said he is building a large battery plant there.
So the investment in Cali is still there from Musk and Tesla.
