Probably. Like most companies, I am sure there are back channels. So Musk didnt do it..directly but someone he sold Starlin equipment to sold it to the Russians.

Yeah, I think they must have used the Starlink service somehow.
There is always possibility of acquiring Starlink equipment through various back channels (like, for example, Croatia aquiring weapons in early 1990s despite being under UN arms embargo). And, of course, Russians could have captured some of that equipment from Ukrainians.
