The reputation tells little. It is based upon votes. Yes if someone has a 70 or above, then there is a good chance they are here a while and have something to give.
Those below, who knows. And the reputation is based upon Hive upvotes, not the tribes. This means you have to have a good standing overall even if you are very good with some whales on a tribe.

I understand perfectly. Okay we would have to embark on a search for new users, perhaps by the introduceyourself hashtag for example, and follow them to see which ones are the most engaged and upload the best quality content.

That is the best way. It is time consuming, but there are tools to aid in the process.
