Germany is known for engineering, so it's not a stretch to think of Germany as a leader in this area. Belgium, though, is another matter altogether.

That is true, they are known for engineering but not computing.
Quantum, at this time, looks more like an engineering problem than computer. We know what quantum mechanics posits, it is just a matter of building machines that can do it.

Not really surprising to me. I have a feeling all major countries are going to be jumping in.
This is only going to keep growing.
