I also experience this kinds of overpromised services/products. And it really sucks if you have no other options to chose from.
Personally, I consider this kinds of exaggerated or undelivered services/products as a kind of scam when they do it deliberately and continuously. Unfortunately, as you have mentioned, the hassle and the time to be wasted would deter most people to file for a lawsuit.

In Nigeria, these people cannot get served a lawsuit and the reason is because they're part of a big government who would likely protect them. The system is corrupt so at the end of the day, it's a question of the poor and helpless loosing at all time while the rich keeps gaining.
