Sometimes... other times it gets difficult because you understand that they are better at keeping the mid-class lawful than they can keep the low-class in a lawful state.
It is a bit of a struggle. As you never know when someone is willing to break the law. For those denizens, jail is not a scary place. Even though we have some of the worst and overcrowded prisons in the world, they also know their own people are there.
Meanwhile the middle class, law abiding citizen struggle with all of the threat of the criminals in their lives and none of the money that the upper class use to protect themselves with.
I would need to find out... however one thing that also happens in South Africa is often there are laws but nobody to enforce all the weird ones...
