That's one way to skin the cat. However, I reckon that the natural denizens of this place have title to it, and can run it as they see fit. Society is the natural organization people undertake, and requires no institutional additions to function. The memescape today is a bit cluttered to imagine any kind of general consensus emerging that can cut through that clutter, but history is a serial accounting of cutting clutter that clogged the intercourse of folks associating at their options. From time to time it seems to have been generally the consensus that clutter needed cutting. I think it's a natural function societies have, and that today a lot of us are feeling that clutter-cutting urge.
