Nope! BlockTrades is voting for many of the Proposals and the only reason many Proposals were passing were because of BlockTrades. The moment INLEO had reached the point of getting funded without his blessings, he votes for Return Proposal.
I don't know what the exact problem is. Whatever it is, he would rather see DHF funding stop altogether than having INLEO get its Proposal funded. Take a look at his DHF votes.
