Good work with your 2240 ! I'm at 230 but i really need to transform my homeless and immigrants into workers because this is decreasing my of 56 when I'm 96. So that really is reducing my total reputation.
But you know. When you need workers for your buildings, they're so cheap...

You shouldn't buy homeless or immigrant cards. It's better to increase the popularity of your city to have a bigger chance to bring new citizens in.
