I agree with that in part, @bertrayo. I think of it as more of an equal balance, since the initial idea is so important, and so is the effort of transcribing that idea into words. If you don't get that written down, there is nothing to edit. :-)
But once you have written something, it is not done. This is the challenge that many new writers have. They want to be done after writing a first draft. But a much better strategy is to let the story rest for a bit, then pick it up again with fresh eyes. Then you can improve what is not working.
