The PhD program happens twice a year. We are already done with 8 subjects, but I completed only one research paper. I want to withdraw but I worry that this might discourage the program director for he raised a scholarship to support my studies.

    Somebody else might want and need the scholarship more. I think you need to choose, else everything will end up mediocre, both your research and your work.

    Your description is accurate. However, the director is strict. He doesn't grant the scholarship to anyone. If they want to take the program, they must pay.
