They did start buses, or well, the state govt. did allow private operators to run bus service. They were charging people INR 500 to INR 1000 per person, and most of these people will earn INR 100 a day and will have very little savings.
Then on reaching the state of UP, they were made to sit on the road and sprayed with disinfectant, and stripped of any human rights they may have had.
