The COVID-19 coronavirus pandemic is generating a great social and economic impact, never seen before in the history of the world; as the different economies of all countries in the world are being paralyzed (and this paralysis is increasing), jobs and livelihoods are being lost on a scale never seen before, with negative consequences for many human beings around the world.
All countries are affected by this public health crisis (some with greater impact, such as Italy, the United States, China, Ecuador, among others). The situation is increasingly desperate for people displaced for various reasons, particularly in low- and middle-income countries.
The situation of migrants in the world.
The profound and relentless economic impact of the crisis on refugees (migrants) is evident and overwhelming. Many migrants are at risk of being left on the streets, as they are running out of the means to support themselves and to pay rent and utilities, so there has been an increase in evictions or threats of eviction.
Most migrants work in the informal sector to survive, without social security and confinement or "quarantine" measures have left them with a sudden loss of income to cover their expenses. Now unable to pay rent or buy food or medicine, many people are at risk of becoming homeless or are already being evicted from their homes.
The coronavirus crisis has exacerbated humanitarian needs, which were already critical globally.

The dilemma of the different governments.
The different governments are in a dilemma or at a crossroads in the face of these unstoppable consequences that are approaching and several governments are already planning to relax their restrictions adopted to contain the coronavirus and be able to rehabilitate their economies in the face of the impossibility of finding the vaccine that will definitively contain this pandemic.

As for your question, far beyond relaxing or opening quarantines, I particularly think that each sector of the economy should be evaluated according to the epidemiological risks that each one has, with their respective safety protocols, with an environment such as public transport and the risks that this represents,
