I really don't think there is a way to disable comments on a blockchain level, but this sounds like something you could implement as a front-end solution, (ie you will only display the first 10 comments). A front-end dev with some knowledge of HIVE could make this for you.

If the purpose is to reward the 1st 10 to comment, there may not be any reason to limit comments @oxidil. Maybe you only need to track the first 10 comments?
