If one must be passionate, there is an objective or purpose.
It is quite very possible for a person to be so passionate and focus about things that have negative effect to life, ideologically there's no point seeing a person giving out time and efforts for things that are of less Benefits and at long last having no positive outcome.
If one has no passion for anything he is into whether a training job, handwork, career pursue etc we probably say he's "working with no aim"
A particular talent a child has passion for right from birth and give out his time, love, attention, effort to; there he will surely be perfect and accurate in that because he was passionate and zealous about what he's into and passion works in hand with "faith and work" so for that reason parent's are meant to be very sensitive in guiding and directing there kids in what they have more passion in doing right from their time of birth. Never deny your child for doing anything he's so passionate at rather put a close watch to see how you could guide and give him more directive to be excellent when he gets older even if it means taking him to an institution to develop more knowledge and experience to develop his skills.
Never impose on a child to do what he doesn't love to for believe me his performance will be limited because "purpose and aims of doing that are not present in his mind" same is applicable to we adults when you set a high goal or purpose in life, your passion and love will definitely determine.

Yes it is possible depending on the process and effort.
NOTE If a person develops passion to be an aeronautical engineer as a future career there must be a procedure to achieve that irrespective of the passion. In that case if the capacity to follow up with the process is not available then no magic can be performed. So before one give out passion he must be considerate about the PROCESS.
A person can develop passion and still be limited because there's no EFFORT.
There's is a high chance of winning and achievements if there's passion, courage, effort. The ball lies in the court.

I agree with you that we should support children in those activities that they are passionate about, it is a way to allow them to grow up happy and support them in the best we can do, but as you point out, looking at the process from close up
