What to do? It's far simpler than you make it seem.

The entire government power structure relies on the complicity of the governed to keep the governed in power. If the governed simply stopped working to keep the government in power, the government would disappear. Wjiole militrary and police are of course the most obvious enforcers of government authority, it's the office workers that keep the wheels turning. If all the clerks and cube workers simnply stopped going to work, the courts would stop, the paychecks would end, the revenue would stop being transferred. Once the paychecks stopped, maybe even the police and military would start reconsidering their positions. Others may be emboldened to replace government services with their own, maybe for a fee. That's called "capitalism".
