Countries need security forces. Liberland will not develop and create wealth Croatia will just ignore. It is pretty obvious that if much of value is just laying around in Liberland, Croatian thugs will steal it all, unless you protect it.

Croatia is a NATO country. This is typically considered an act of war. However this is not military, these look like police officers.
