That’s sounds good but you may also need to find a way to mitigate mob justice too. The mob mentality is what put people like Nicolaus Copernicus and others who had unpopular thoughts in to exile and even prison. Allow for that exchange of thoughts and ideas no matter how much one side or the other dislikes it. This is where the whole cancel culture has their power is from a mob mentality.
If you are faced with something that has to be “balanced” between safety and freedom of sharing your thoughts then err on the side of free speech. It’s ultimately not your responsibility to keep people safe. Yes as a community was want to protect those vulnerable from corruption but don’t sacrifice your freedoms for safety.
