John 3:13
And no man hath ascended up to heaven, but he that came down from heaven, even the Son of man which is in heaven.
The verse tells us that only the Lord Jesus Christ ascended to heaven because the one who ascended was also the very person who descended.
There are some verses in the books of the old testament that tells us that Elijah was taken up to heaven in a chariots of fire
11 kings 2:8-11
:8 And Elijah took his mantle, and wrapped it together, and smote the waters, and they were divided hither and thither, so that they two went over on dry ground. 9 And it came to pass, when they were gone over, that Elijah said unto Elisha, Ask what I shall do for thee, before I be taken away from thee. And Elisha said, I pray thee, let a double portion of thy spirit be upon me. 10 And he said, Thou hast asked a hard thing: nevertheless, if thou see me when I am taken from thee, it shall be so unto thee; but if not, it shall not be so. 11 And it came to pass, as they still went on, and talked, that, behold, there appeared a chariot of fire, and horses of fire, and parted them both asunder; and Elijah went up by a whirlwind into heaven.
You will noticed the word used is , there was a chariots of fire and horses of fire that parted them both asunder. Elijah went up by a whirlwind into heaven. Elijah went up by a whirlwind into heaven, you see the singular word "heaven". In the Bible, there are three heavens.
11 Corinthians 12;2_4
2 I knew a man in Christ above fourteen years ago, (whether in the body, I cannot tell; or whether out of the body, I cannot tell: God knoweth;) such an one caught up to the third heaven. 3 And I knew such a man, (whether in the body, or out of the body, I cannot tell: God knoweth;) 4 How that he was caught up into paradise, and heard unspeakable words, which it is not lawful for a man to utter.
This gives us the idea, that when the Bible speaks of heaven, it does not speak of only one heaven because there are three heavens written in the Bible.
Elijah was taken up to heaven not to heavens. The God of the Bible is called "the God of heavens". Higher than all heavens, because there are three heavens mentioned in the Bible.
It doesn't necessarily mean that if Elijah was caught up by a whirlwind into heaven, it doesn't mean he did not die and he is now in heaven.
If the Lord Jesus Christ ascended up to paradise - to the third heavens - no man hath ascended to that portion of what we call " heaven" except the Lord Jesus Christ.
