I don't know that this is avoidable. I think that if you quoted the verse that's fine, but you should link that quote to the source of your information. It helps, you know? If I see a bible quote, I'd personally like to read what comes before and after it. The problem is that I don't know where the quote originates. There are many different Bible versions out there. The bible has been revised countless times to shape itself around someone's personal beliefs.

Much of the issue at hand is because people like to present a quote or passage and call it content. Hence, the annoying (and overtyped) "adding nothing original" complaint someone likes to say all the time.
If we can't quote a book as sole content for rewards, then scriptures should probably be treated the same as well.
Of course, you're correct. @fatimajunio original content is equally, if not more, important so the author can add their perspective on the quotes provided.
