2Tim. 3:16-17 says the scripture is given by inspiration of God to guide the man of God in righteousness, to be perfect and furnished unto good works.
And Jer. 26:2 instructs ministers to speak out the commandments of God without diminishing or holding back a word. It's not to be telling their own stories but, to speak the word of God because it's profitable for doctrine, for correction and for instruction in righteousness, so that the man of God may be perfect, and furnished unto all good works.
It's wrong to assume that if a man has sinned, he cannot be perfect anymore. Note that Jesus in Matt. 5:48 commanded his disciples to be perfect as our Father in heaven.
In Heb. 12:23, Apostle Paul addresses the general assembly and the church, including the spirit of just men that were made perfect. These perfect men were made perfect by the word of God.
