Echeveria runyonii I thought that I have seen such in the garden of our neighbor, he planted a lot there where large stones were creating a border for the lawn. I love the green juicy leaves of that plants, but I have never seen the flower itself. Actually seeing the first picture I even did not think that this is from the same plant. Looks lovely on the picture where it makes a curve :)

They love rockeries and are perfect for the dry spots. What you described (green juicy leaves) could be different plant. There are also Sempervivums that are lovely and green and quite popular to plant in gardens.
Is it possible for you to take a photo? I would love to see them growing like that :)
