Nah, they do it everywhere in China, also to Chinese tourists, no matter where they come from. That's typical for organised Chinese tours. That's how the tour organisers make money.
Anyway, if you really want to see China, you shouldn't go to luxury hotels in tier-1 cities. Go to places which are not major tourist attractions.
(Then again, it depends what you want to see. So what do I know? & the hotpot sure looked good.)
