I never knew this was even allowed. On my flight to Paris there was an Alsatian pup in cargo going to the States. He was a pure bred and no doubt going to breeders and the rules allow him to come come out of his enclosed box and run around outside on a leash which watched them do. I found it pretty amazing how chirpy he was after the first leg with the longer flight to come.

I'm fine with dogs on planes but your experience sounds like it was for a genuine reason. Also, airlines are free to allow whatever the hell they want but these rules that are getting eliminated was because certain countries like the USA were FORCING airlines to allow any animal the person chooses to be for their mental problems and sorry, but that just isn't cool just like the person above with their emotional support horse or pony or whatever that is.
