Perhaps that is a plan in the works. I've heard rumors that they are building up the nearby Burbank airport that is much much better and perhaps they are giving up on improving LAX because it doesn't appear to be working 10 years later into their renovation. Maybe, if they are smart, they will expand Burbank and re-route international flights there and scale down the traffic at LAX.
In Bangkok many years ago they were fiddling with the only international airport that they had at the time and it was clear that it wasn't possible. So they did the smart thing and concurrently built a brand new airport on the other side of town. That new airport is now the busiest airport in all of South East Asia and it works very well. LAX should take a page of advice from that success story.
