Also this has become quite the Challenge! With so many units to review in the game the consensus in the hobby community is that I will not have enough time to review all of the Datasheets before the new edition of Warhammer 40,000 came out.
I should have started when 10th edition launched!

Astra Militarum, Ursula Creed
10th Edition Index
The Astra Militarum had a supreme strategist named Usakar E. Creed, the Lord Castellan of Cadia. He died defending that world when it was destroyed.
Now the mantle, and quite a few of his relics have passed to his daughter who is now the Lord Castellan. Cadia is destroyed but "Cadia Stands" as long as the Cadia Regiments (of which there are Thousands, each made up of hundreds of thousands of soldiers) are still alive. Cadian armies are so large and their stoicism so infectious that they are recruiting soldiers to their ranks wherever they fight in the Imperium.
Thus Cadia will never truly die in the hearts of the Guard!
And Ursula inherited many things from her father - his strategic mind, his forbidding presence on the battlefield, his greatcoat and his pistols - Duty and Vengeance.
She already had many long years of experience and she is likely going to have many many more!
It costs 55pts to include Ursula into your army and she costs $45.

Abilities
Lord Castellan
While Leading a unit, that unit can be affected by 2 Orders at the same time.
Tactical Genius
Once per turn, Ursula can use this ability on a Friendly Regiment unit within 12". Reduce the cost of a Stratagem that unit uses by 1CP.
Orders
Ursula can issue up to 2 Orders to Regiment units.
Thoughts
Ursula is an enhanced Cadian Castellan, though I would use her AND a Cadian Castellan in the mix because they give different buffs. Ursula is both an "Upper Command" unit with her ability to dole out more Orders than the standard Castellan and the -1CP ability within 12", and she is able to lead a "Super Unit" of Cadians, Infantry or Kasrkin being able to take 2x Orders.
Going Take Aim! and First Rank Fire, Second Rank Fire means extra shots WITH extra accuracy for instance. Could make a nasty combat with a 20x man unit with Ursula AND a Cadia Castella who can then give them Sustained Hits 1 on ranged weapons as well.
Taking advantage of the First Rank/Second Rank rule buffing Rapid Fire weapons, the Cadian squad should then have 2x Plasma Guns and then whatever other weapon you want.
Might make an excellent retaliation unit or a centre command unit that can bait Space Marines into trying to get to grips with Ursula's unit. If you play like she thinks... you should have a counter for that. 😉

Those are some of the craziest pistols I have ever seen in 10th😲 S5 AP-2? Forget bolt rifles😌
They are relic twin Hot-shot Laspistols. So what Stormtroopers would use. hehe
How is she different from her daddy in the crunch? Is she a palette swap of Ursikar, or is she notably different?
It's difficult to say since the dad does not have a 10th Edition Datasheet.
The statlines changed with the edition and some things are more valuable than others.
He was fielded with Colour Sergeant Kell as a bodyguard.
Creed had the ability to give one Infantry unit scout and issue up to FOUR orders a turn instead of Ursula's two, however, in that edition you could fail the giving of orders. You needed to roll a leadership test to receive the order correctly. So 4x tests need to be done while Ursula's Orders are automatically successful.
Neither are earth-shattering in melee or even shooting. Guard Commander's value is in command.
So they are different but fulfill similar roles in the fact that they add to the command and strategy available to your army.
