I don't think it's going to ferment without sugar as that's what starts the fermentation. Diabetics are not allowed to drink alcohol as far as I know as it raises the sugar level a lot, so it's a no for him either way.
However, it may be good for you as it's not so strong. Unfortunately I don't have the alcohol meter here, it is at my dad's so I can't measure the alcohol content of it.
