If I understand correctly, 3speak has a technology behind hosting called "proof of access". People register their servers to host the videos and get paid in SPK or another of their tokens. Random spot checks are done to ensure that the servers are serving the files ok. IPFS is used to route the media when it is needed. I just located their latest whitepaper
