Actually that could mean they would ban HIVE too, which will make it inaccessible to the general public in Brazil, couldn't they? Just like how torrents are in some countries.

It's possible, but I think Hive is still very much under the radar, and it's fertile ground for alternative platforms considering the censorship regime now in place.
It's really sad, you either stay under the radar, or be forced to stay silent if the radar detects you.
