I don't have the full context, but weren't those people knowingly doing something illegal? Then won't both parties be at blame?

The only reason why it's illegal is because the govt says it's illegal. The Govt brings in the drugs, outlaws them, sells them to people and then arrests them when they get hooked. So they profit off of the drugs and the prison system.

The fact the Prison system is a "profit machine" proves how Corrupt the system truly is... Prison should never be profitable.
