Is it because there are many of them in the Plant?

it's just the actuators that are a little more complicated.

Yea, any large plant will have what they call a shutdown every once in awhile for maintenance. They'll shut down part or all of the plant and replace pipe, or valves, or make repairs.

They all have tons of valves in them, many of them being control valves, especially on critical parts of whatever process they're running, because the operators can open and close them from a central location instead of running all over the plant turning wheels.
