It's a bug that seems to appear when select notifications to comments are clicked.
The comment then indicates a heart, even if it has not been upvoted then will not let us comment.

Posted via D.BuzzI agree with you @archimed3sxp, the adoption is indeed slow. We have the tech but the people are not yet ready and most of those who were onboarded was only for the money and some of them for the entertainment only. Education, ease-of-access and support is badly needed.
Indeed, Ser.. I still believe the ripples we create from whatever efforts we contribute, however small they are, is essential towards that goal.. Let's not lose hope..
