She's acting like it's some kind of last ditch negotiation to end the war, but why would she imagine that Rhaenyra taking KL would suddenly end the war? Aegon isn't the only claimant on the green side.

It's also unlikely that Helaena would be treated as an authority to open the gates of KL. Aemond would leave someone in charge of the city, authority doesn't automatically pass to Helaena when Aemond leaves, that's not how the system works at all.
