Different, yes. Powerful is debatable, unless you're referring to Microsoft's marketing power & persuasive power, since GNU/Linux is technically superior to Windows in many ways. Windows is maybe better for gaming, but not for long thanks to Manjaro & Vulkan (which show promise).
There is nothing it can do because Windows is so different and so powerful.
