Correct. So Wild League (Which allows all cards) allows Bots, Modern League (which is the league for the most recent 2 "sets" Chaos Legion and Untamed at this point) does not. Tournaments and Brawls are currently still outside of this clarification/enforcement.
Wow, how do they enforce human only?
And is it for the whole game?

It's supposed to at some point but isn't currently.
Land is supposed to introduce the creation of items that let you to use potions/spells to modify gameplay after the initial team submission.
But that's not live yet and that specific feature seems like it's still a long way off.
