The structure you are referring to is called Schloß Johannisberg Johannisberg Palace and was constructed between 1605 and 1614. It served as regional administrative center for the Archbishop of the Free City of Mainz .

As relates to cannon law within the Catholic system of governance, the Bishop of Mainz served as a Prince Elector within the Holy Roman Empire.
