After the all time high (ATH) everything is new and we have no referance to the past because bitcoin would have never been at those level.

But I believe there is a more technical definition...

    Actually it is always on price discovery mode.

    Still, the term is used more when bitcoin price brakes above the all time high, starting to discover a new ATH...
