Would this be altering the Hive blockchain itself to make it ready for Quantum Computing?

Not yet. The first step that I want to start on is jut piggybacking it on existing broadcast operations to show that it can work.
Once that has been established (with more and larger scale proof of concepts), some things would need to be discussed with the core dev folks on moving things into the core.
