Is this saying that YT can now place ads on any creators content and not pay them anything for earnings from those ads?

Yes, earlier content of creators who were a part of Youtube’s partner program were monetised. Which required certain number of views and subscribers beforehand. But now youtube will place ads on any content they wish without paying them a penny, and you can’t opt out.
