I think those things are mutually exclusive. When I'm going anonymous, I go all in and use TAILS.

If it doesn't have MAC address spoofing, they know EXACTLY who you are.

Don’t most devices use session-unique MACs at least for WiFi connections?

Tails is good against fingerprinting but Tor exit node IP gives a suspicious vibe and many of them are blocked by many websites. I’m hoping those VPNs give a more neutral public WiFi user signature.

You can use TAILS without TOR and a USB tethered burner phone to be very anonymous and appear fairly neutral. Anything that masks or spoofs your IP is going to raise some hackles if they're looking.

I feel like they might just target all Linuces coming from my ISP’s IP address space so just using a VPN could give enough cloak. Using Tor could also be an option but the low browser fingerprint reputation score and therefore slow captchas are a little too much resistance

Yeah, give that to them to keep them occupied. Get a burner phone and set up another identity for whatever you're trying to keep anonymous. If you want to be anonymous, you're going to need a straw man.

The issue with a phone is that it has integrated microphones and a camera unless you get some privacy model with switches which in most cases are available only by mail order or tear it apart and desolder.
